Leo 3 Wheeled Scooter

A Leo 3 Wheeled scooter was delivered to me on Thursday December 20. It was supposed to be 16.5-19.5 inches in height but was 23 inches at its lowest point, so I can’t use it. Has this ever happened before? How or why could this happen?
